I will be graduating with my associate's in psychology from a community college in a couple of months. For financial and lack of transportation reasons, I want to transfer to an online college to pursue my bachelor's so I've been considering SNHU. I've seen some good reviews but I've also seen some pretty bad reviews about crappy and unhelpful staff members, issues with discriminatory behavior ...

Your premise is wrong. U.S. Census does not have an opinion on whether WV is a southern state culturally or historically. That is not the Census' job. The census project itself is divided into geographic districts administratively. West Virginia is assigned to the 'South Atlantic' division (along with DC, Maryland, and Delaware).
